WOLF LAKE – STATE LAND SALE PROPOSED – (updated 8/28/25)
August 19, 2025: The MSB Admininstation presented a feasibility study (click here) to the Assembly recommending continued negotiations with the State and outlining an initial cost estimate for the park. The Assembly indicated support.
July 31, 2025: The MSB continues to have discussions with the State of Alaska about transfer of property to the MSB for public use. The MSB administration supports the concept. The Fishhook Community Council membership approved a “letter of support” and sent it to the Borough.July 19, 2025: The MSB Community Development Director suggested we apply for a project through the Capital Improvement Program (CIP) for the Wolf Lake Community Park. Given the MSB and State have not yet reached agreement on a land transfer, we are holding off on this recommended action.
June 24, 2025: The NLCC presented our concept for a well-managed day-use community park to the MSB Parks, Recreation & Trails Advisory Board yesterday. They were quite supportive and will be preparing a resolution to that effect. For our summary document (click here) and for the concept sketch (click here).
June 6, 2025: At our March NLCC Meeting, the State of Alaska DNR reviewed a plan for subdivision and sale of residential lots on a parcel that was historically park and public access land at Wolf Lake. There were 62 guest and area residents at the meeting. The vast majority were in strong opposition of the proposed development and favor a Borough owned and well-managed park and better controlled lake access. A significant concern was the potential safety impacts to summer and winter aviation operations on the lake and conformance with the Wolf Lake Management Plan (click here for State DNR presentation).
BOGARD-SELDON ACCESS MANAGEMENT PLAN (CAMP) (updated 8/28/25)
The MSB Assembly approved the amended CAMP at the Assembly meeting on 8/5/25. The latest plan now includes several revisions made by various amendments put forward by Assembly members. That latest plan is available for public review on the Borough project web page (click here). The NLCC did a final review of section C of the plan and found several inconsistencies (click here). These were not addressed during approval of the plan. We will keep them in mind for future project specific reviews.
Prior correspondence includes the following:
* The NLCC submitted a letter on 6/16/25 (click here)
* We testified during the 6/17/25 Assembly meeting (click here).
* We submitted a detailed letter during the draft in March: (click here) .
* At the February NLCC meeting, we agreed on our response (click here).
* In June of 2024, NLCC prepared a Bogard-Seldon Road Corridor Resolution
WATERBODY SETBACK CODE CHANGES (updated 8/28/25)
There was a public hearing with the Planning Commission on Monday, August 4th. They were not in favor of the recommended code changes and will be recommending that the Assembly identify another task force to develop more “stripped down” code change recommendations (click here). The issue goes to the Assembly for final decision in September.
This issue has been under review now for about two years. Following are some historical notes:
*In June, the NLCC provided testimony (click here) to the Mat-Su Fish & Wildlife Commission.
* In mid May, the MSB Assembly referred legislation to several boards and committees for 120 days.
* May 1, 2025: The MSB Assembly held a special meeting with the WSAB to discuss and better understand their recommendations.
* March 19, 2025: The Waterbody Setback Advisory Board (WSAB) completed their recommendations (click here) and presented them to the MSB Assembly yesterday evening. The Assembly will be considering the report and scheduling additional review with the WSAB.
* February 26, 2025: NLCC Feedback to the WSAB click here. The Waterbody Setback Advisory Board received significant input from Community Councils and from members of the public. They are meeting weekly to finalize their recommendations to the Assembly, scheduled in mid March. NLCC is attending those meetings.
PROPOSED FUEL EXCISE TAX – (updated 8/11/25)
This topic was discussed at the July 31 NLCC Membership Meeting and was passed to send the MSB a letter regarding the proposed tax. The draft NLCC letter (see attached) supports the idea that additional revenue sources need to be identified in support of transportation infrastructure rather than relying solely on Property Taxes. We suggested in the draft letter that before such a decision was made, there should be a concerted public education effort and that the tax should ultimately be put forward to the voters. Unfortunately, the letter did not get finalized and sent to the Borough prior to the Assembly Meeting on 8/5/25.
However, at the 8/5/25 meeting the Assembly did decide to postpone a final decision until December; to put an advisory vote forward on the November ballot; and to conduct town hall meetings to educate the public (and the Assembly) on the pros and cons of such a tax. There will be opportunity for additional public input in advance of the final decisions in December.
The NLCC will still send a letter to the Borough for the record. A copy of the final version will be posted here (pending).
SHAW ELEMENTARY SCHOOL ACCESS PROJECT – (updated 8/4/25)
The NLCC was asked to comment on a 35% design package. We reviewed our response at the July 31st NLCC Monthly Membership Meeting. We submitted a letter response to the MSB on 8/4/25. (click here).
May 29, 2025: A resolution (click here) was approved at the 5/29/25 NLCC meeting and will be forwarded to the MSB and DOT.
May 22, 2025: The Borough is planning a project to improve access to Shaw Elementary. For latest Project Data Sheet … (click here). For latest preliminary drawings … (click here). Project elements include intersection changes at Paradise Lane & Wasilla Fishhook; extension of Paradise Lane to connect with Foxtrot Avenue; upgrades to Foxtrot Avenue; and a pedestrian / bike path. The Borough presented information on the project at the April 24th NLCC Membership Meeting. See section 9.b of the draft minutes (click here). The NLCC objects to the Foxtrot connection and provided testimony to the MSB Assembly on 5/20/25 (click here).
ENGSTROM TO TRUNK CONNECTOR ROAD PROJECT (updated 7/31/25)
7/31/25: The NLCC met last week with the MSB Public Works and Planning Department Directors and the Project Manager. We continue to advocate for the Southern Route selection based on Bogard Road Safety and the ability to get the project completed sooner and at lower cost to taxpayers.
