WOLF LAKE – STATE LAND SALE PROPOSED – (updated 6/6/25)
At our March NLCC Meeting, the State of Alaska DNR reviewed a plan for subdivision and sale of residential lots on a parcel that was historically park and public access land at Wolf Lake. There were 62 guest and area residents at the meeting. The vast majority were in strong opposition of the proposed development and favor a Borough owned and well-managed park and better controlled lake access. A significant concern was the potential safety impacts to summer and winter aviation operations on the lake and conformance with the Wolf Lake Management Plan (click here for State DNR presentation).
Subsequently, The NLCC sent information (click here) out to our Mailchimp subscribers and shared the same on several area neighborhood Facebook groups. We contacted the Fishhook Community Council to coordinate. A project team is working to advocate for MSB ownership and, in partnership with the Community Councils, a well managed day-use public park consistent with community values, aviation activity, and the Wolf Lake Management Plan.
This subject was on the agenda for our April and May NLCC meetings and we continue to advocate for the Community Park. For the lastest update (click here).

SHAW ELEMENTARY SCHOOL ACCESS PROJECT – (updated 5/30/25)
May 29, 2025: A resolution (click here) was approved at the 5/29/25 NLCC meeting and will be forwarded to the MSB and DOT.
May 22, 2025: The Borough is planning a project to improve access to Shaw Elementary. For latest Project Data Sheet … (click here). For latest preliminary drawings … (click here). Project elements include intersection changes at Paradise Lane & Wasilla Fishhook; extension of Paradise Lane to connect with Foxtrot Avenue; upgrades to Foxtrot Avenue; and a pedestrian / bike path. The Borough presented information on the project at the April 24th NLCC Membership Meeting. See section 9.b of the draft minutes (click here). The NLCC objects to the Foxtrot connection and provided testimony to the MSB Assembly on 5/20/25 (click here).

CENTRAL GRAVEL PRODUCTS – CONDITIONAL USE PERMIT (updated 5/30/25)
5/30/25: Subject was discussed at May NLCC Membership meeting. Construction of the berm parallel to Engstrom has begun and has resulted in questions and concerns from a few area residents. Central Gravel Products owners were at the meeting to answer questions and provide assurances. The berm will help with visual, noise, dust, and snow drifting concerns. The berm is expected to be covered in grass within about 6-weeks.
2/26/25: A Public Hearing in front of Planning Commission occurred on 2/3/25. The Planning Commission approved the Conditional Use Permit. The NLCC provided significant input to this process and is pleased to see that additional measures were taken by the developer, the State, and the MSB to address our concerns. Specifically, an earthen berm will be constructed along the length of the property next to Engstrom Road. This will help to mitigate concerns about the visual impact, blowing snow, dust, and noise. The State of Alaska also added several conditions of approval to partially address our safety concerns with the Central Gravel driveway onto Bogard Road.

ENGSTROM TO TRUNK CONNECTOR ROAD PROJECT (updated 5/30/25)
5/30/25: As discussed at the May NLCC meeting, the NLCC will continue to advocate for the Southern Route, while acknowledging the Shorewood Subdivision advocates for the Northern Route.
3/29/25: This Borough project will establish a connector road between Engstrom and Trunk Road, south of Wolf Lake and north of Bogard Road. There are two primary options being evaluated by the Mat-Su Borough. The NLCC has been consistent in our support for a Southern Route option in lieu of the Northern Route option. There was a Public Open House (click here) on March 26th. There were an estimated 150 area residents who attended. There was strong support for a connector road project as a community priority. Public input was mixed and in support of both the North and South routes. The NLCC will be preparing a Resolution for submission in early May to the project team.

BOGARD-SELDON ACCESS MANAGEMENT PLAN (CAMP) (updated 5/30/25)
5/30/25: The MSB Assembly takes up action now to formally approve and adopt the CAMP. The NLCC will provide input consistent with our prior advocacy, see below.
3/19/25: The NLCC submitted a detailed letter to the Borough and State planning team during the draft plan public review process. We were able to include significant input we received from area residents. The Borough and State considered the feedback they received and updated the CAMP. At the February NLCC meeting, we agreed on our response to the updated plan (click here). To review the updated plan please visit this MSB Web Page.  
On a historical note, the NLCC prepared a Bogard-Seldon Road Corridor Resolution last June and submitted it to the Borough and State. We are pleased to see some of our recommendations being acted upon.

COMPREHENSIVE PLANNING KICKS OFF (updated 5/30/25)
The NLCC voted to launch an effort to develop a Comprehensive Plan for the North Lakes Community Council area. This will likely be a 2-year process, but it will help guide future development and activity in our area. A resolution will be submitted to the MSB seeking their assistance.

WATERBODY SETBACK CODE CHANGES (updated 5/22/25)
May 22, 2025: The MSB Assembly has referred legislation to several boards and committees for 120 days. Recommendations will then come back to the Assembly for consideration.
May 1, 2025: The MSB Assembly held a special meeting with the WSAB to discuss and better understand their recommendations.
March 19, 2025: The Waterbody Setback Advisory Board (WSAB) completed their recommendations (click here) and presented them to the MSB Assembly yesterday evening. The Assembly will be considering the report and scheduling additional review with the WSAB.
February 26, 2025: NLCC Feedback to the WSAB click here. The Waterbody Setback Advisory Board received significant input from Community Councils and from members of the public. They are meeting weekly to finalize their recommendations to the Assembly, scheduled in mid March. NLCC is attending those meetings.
